A Development plan is a detailed document that describes how a particular area or region should develop on the coming years. Usually over a period of at least 20 years.

It is a comprehensive, strategic and long-term plan that outline the policies, goals and objectives of a particular location and provides a framework to guide decision regarding land use, infrastructure development, community services, economic growth, environmental protection and other important aspects of community life.
